Substance Abuse Treatment Centre

National Treasury allocated the follow funds to Department of Social Development Northern Cape for the construction and operating of a substance abuse in-patient treatment centre:

Expected output of Substance abuse conditional grant

At the end of the conditional grant the province would have constructed and would be operating a 40 (fourty ) – bed public substance abuse in –patient treatment centre.

The centre would be the first and only registered public facility of this nature in the province. The centre would provide a three-month treatment program for 20 adult males, 10 adult females, 5 male children, 5 girl children from all over the Northern Cape Province. Services offered at the centre would include: Medical detoxification, medical and nursing services, Psycho- Social and spiritual services, Psychiatric services, entry level skills development, educational support to services users still attending school, and recreational activities.

Service users who have completed the treatment program at the centre should be able to maintain abstinence (sobriety) from dependency forming substances and should have developed skills to maintain resilience to conditions that may lead to relapse.

Progress

The Department have received an allocation of R 14 237 million during the 2016/2017 financial year for the completion of the top structure of the treatment facility which will be a first for the Province. The Project consisted of two phases, namely; bulk earthworks and top structure. The construction of the first phase of the building have been completed and was handed over on 22 November 2017 and phase 2 will be handed over in March 2018.

The Department is in the process of procuring furniture, equipment and linen for the centre. The organogram of the centre has been approved and the recruitment process is underway for the projected appointment of all staff by 1 June2018.

Preparations for registration with the Prevention of and Treatment for Substance Abuse Act 70/2008 are underway. These include inter alia the above mentioned processes, the appointment of a management board, compliance related to infrastructure example certificate of acceptability, fire certificate, occupation certificate. First admissions to the centre are scheduled for 2 July 2018.
