Ek wil eerstens my verskoning aabied vir my afwesigheid Maandag by die laerskool. These are unfortunately things that comes with the job entrusted to us and when we are tasked with ensuring that we render the best of services to our communities.
My absence at Mondays meeting was in no way a show of disrespect, but we were called specifically to look at escalating service delivery to Roodepan and surrounding areas.
We have just concluded an outreach programme earlier today in Platfontein where we had positive engagements with the community. We can assure you that this is by no means a hit and run approach as we know we are contesting local government elections.
As ‘n regering wat omgee vir sy mense het ons gereeld sulke programme waar ons na elke gemeenskap gaan om eerstens met die mense te ontmoet wat ons die mandaat gegee het om dienste te lewer.
Ons weet by nou dat hier binnekort ‘n verkiesing ín Wyk Een gaan wees. En dit is my plig om U te kom herinder van U voorreg om te kan stem. Die munisipale verkiesing is baie belangrik omdat U die mag het om dienaars te kies wat sal verseker dat U die dienste kry wat U verdien.
Ons gemeenskappe gaan gebuk deur so baie probleme. En dit kan nie net voor die deur van die regering gele word nie. U, as ouers en gemeenskap het ook n verantwoordelik on toe te sien dat ons in goeie en gemeenskappe bly.
Ons is tans besig met die “Back to school” program in die provinsie. My team was at Roodepan Primary School on Monday where we engaged with some learners, parents and school principles.


You would agree with me when I say that the area is riddled with crime, substance abuse, unemployment and general lawlessness. The principles made a plea to the Department to intervene in these issues and therefore we deemed it important to meet with parents to forge a relationship and help us as we seek to fight and address these issues.  
Ek wil daarom ouers vra om toe te sien dat U kinders in die skool is en dat U ook betrokke is by hul opvoeding. U moet saam met U kinders sit en gereeld met hulle praat oor hul skoolwerk en hulle motiveer om altyd hul beste te doen.
Hierdie ANC regering het toegesien dat onderwys gratis is. U kinders word voorsien van gratis onderrig, skool benodighede en waar ons kan help en waar dit nodig is voorsien ons ook uniforms. By dit voorsien die regering ook ‘n voedsame maaltyd vir U kinders terwyl hulle in die skool is. Ons vra weer dat U asseblief toesien dat U kinders in skool is want hulle is ons toekomstige leieres en die kinders wat sal verseker dat U en hulle n beter toekoms kan het. En die beste manier tot ‘n beter toekoms is deur ‘n goeie opvoeding.
Ladies and gentlemen, bullying in schools has become a major problem. It not only disrupts teaching and learning but it also impacts on the psychological welfare of the victims and their families. So big is the problem that young children dare to bully teachers. We therefore need your help with discipline.
Dit kan nie wees dat ouers nie hul kinders wil opvoed nie. Dit kan nie die verantwoordelikheid wees van ons maatskaplike werkers en onderwysers nie. Elkeen moet sy deel bring. Kinders kan nie net toegelaat word om te doen wat hulle wil nie.


Bullying cannot be tolerated. Not in the school, the community or at home. As you know small bullies become bigger bullies if they are left to do as they please. Bigger bullies eventually become criminals. If you truly love your children, be harsh and be responsible.
We are dealing with a pandemic of substance abuse and the resultant consequences of the prolonged use of alcohol and illicit substances.  
Dit is hartseer om te sien hoe baie jong mense hulle lewens opmors met drank en dwelms. Weer wil ek se ons kan nie net die regering blameer nie. As ouers en gemeenskap het ons ook n verantwoordelik om toe te sien dat ons kinders wegbly van sulke goed. Ons as gemeenskap moet nie toelaat dat mense wat ons kinders en ons families vernietig so vrylik kan dwelms verkoop. Ons vra dat U met die polisie moet werk en dwelm smokkelaars uit ons gemeenskappe te hou. Ons moet ook ten alle tyd weet waar ons kinders is en met wie hulle bevriend is. Daar is n spreek word wat se “wys my jou vriende, en ek sal jou kan se wat is jou toekoms”. So asseblief laat U kinders vriende kys wat hulle sal aanhelp in die lewe. Wat hulle sal motiveer en uit verkeerde dinge hou.
We must also acknowledge that we will not be able to bring about any positive chance if we do not set an example. We cannot expect children to not drink and use drugs when we ourselves do it. And the sad reality is that children are very easily influenced by their environment and what they witness going on around them.
The reckless use of drugs and alcohol leads to a lot of social problems and it places huge amount of pressure on our budgets. You would know that if there is a set amount of income in a home you budget accordingly. So too government has to juggle the allocated monies to best serve the community. The increasing number of people in need of psycho social support causes us to have to use money meant for development on rehabilitation.


Our health services cannot keep up with the referrals as a result of drugs. The family unit is completely disturbed to a point where it is broken down completely. It is then left to government to try and put it back together. My plea therefore is for parents and the community to please extend our reach and hands as we fight to save our young people.
Teenage and underage pregnancies are a more common sight in our areas. Children as young as 12 years old are becoming mothers and this goes against nature and the word of God. How can we allow our children to be out late at night without knowing their whereabouts? And when something happens to the children Government and especially SAPS gets the blame. It cannot be correct for parents to know that their children are engaging in sexual relationships and more so with older men.
We have taken an unapologetic stance that we will prosecute, without fear or favour, those who engage in sexual relationships with underage children. That means that we will also not hesitate to charge parents who approve of these things. It is against the law to engage in sexual activities with minors. And we commit to follow the letter of the law to the very end to protect the child and the baby born as a result of such pregnancies.


We have heard the desperate pleas of parents and community members and we have come to commit ourselves, as a caring and responsive government, to do whatever our mandate allows to ensure that there is a better tomorrow for us and our children.
So as daar jong meisies hier is wil ek vra dat U eers n opvoeding kry en n beter toekoms vir jou kan kry voor jy dink om met mans te slap en kinders te kry. Die tyd daarvoor sal kom. Maar ons is ernstig as ons se ons gaan baie streng optree om sulke goed stop te sit.
Ons is hier met SASSA wat sal help om toe te sien dat U die grant kry waarvoor U kwalifiseer. Hierdie grant is deur die regering wat omgee ingestel om te sien dat mense elke maand hul basiese heboeftes te voorsien. Dit is vir Kos, klere, elektristeit, water, gesondheidsorg. Baie van hierdie dienste kry julle reeds gratis of betaal n lae tarief. Die grant is nie vir drank of dwelms nie. En die tyd het gekom da tons baie streng gaan wees om toe te sien dat die grant gebruik word vir sy doel. As U die grant misbruik sal ons toesien da tons die regte stappe neem. Dit gaan ook vir die jongmense wat die R350 grant kry.
Tot ons oumense se grants word misbruik end it gaan stop. Ons sal verseker dat u nie beroof word deur U eie. U het te hard baklei vir die Vryheid wat ons het en die voorregte wat ons geniet.


Geweld teen vroue bly n probleem. Ons hoor daagliks van gevalle waar vroue erge mishandeling deurgaan en van hierdie vrouens verloor tot hul lewens. Dis tyd dat dit moet stop. Mans moet stop. En waar geweld teenwoordig is was drank of dwelms betrokke. En hierdie drank en dwelms word met grant gelde gekoop. Geld wat jy van jou kind vat en sien dat jou kind honger gaan slaap om drank te koop. Kom ons vat hande en sien toe dat elke vrou en kind in ons gemeenskap veilig is.
Hierdie is maar slegs ‘n paar van die probleme wat ons gemeenskappe tuister.
Ek is hier namens die ANC regering om te vra dat u saam met ons werk om n beter lewe vir almal te verseker.
U weet dat dit is ANC regering is wat verseker het dat U vry mediese sorg, opvoeding, behuising, water, elektrisiteit en so baie meer dienste het. En dit is slegs die ANC regering wat sal toesien dat ons mense eerste kom.
Die mag om die regte leiers te kies is in U hande en ek vra dat U die regte besluit sal neem. Ons mense word allerhande verkeerde inligting gegee deur veral nuwe politieke partye wat net n stem kom kry en verdwyn. Die ANC was hier vanaf 1994 en ons sal altyd met en in ons gemeenskappe wees.
Kom ons almal werk saam om te sien dat die toekoms van ons kinders beter is.  
Die beste besluit is om te gaan met die kinders van demokrasie. Ons wee tons kano ns kinders beter beheer as vreemdelinge. So as die raadslid wat julle gaan verkies ‘n kind is van die organisasie sal ons seker maak dat U die beste dienste sal kry.
If you entrust the ruling party with your vote in the upcoming local government elections, we will make sure that he remain accountable to you. You will give him the mandate to be the facilitator of services in ward one and we will make sure he is held to that mandate and that he perform selflessly and effectively.
