The purpose of the program is to render holistic integrated services to most vulnerable groups in society through a basket services i.e. Therapeutic and developmental programs, rehabilitation, advocacy and care and protection programs and to ensure the improvement in the quality of life of Persons with Disabilities.
In terms of Outcome 8 of the Strategic Outcomes, “sustainable human settlements and improved quality of household life”: Services to Persons with Disabilities refer to the protection and promotion of the rights of People with disabilities including social security rights.

Policy Mandates
Integrated National Disability Strategy (INDS)
The White Paper on an Integrated National Disability Strategy calls for the establishment and implementation of a range of services to enable people with disabilities and parents of disabled children to access services that will enhance their ability to live independently. It also makes provision for Activity Centres and residential care services.

This policy calls for the integration of disability issues within departmental programs and protection of people with disabilities.

The Minimum Norms and Standards calls for the development and implementation of measures to ensure the protection, safety of service recipients.
