First and foremost, I want to extend a very warm welcome to the Honourable Minister and her team to an extremely cold Sutherland. Your presence here today in spite of the adverse weather conditions shows Governments commitment to the people of Sutherland.
Minister ek moet dit in Afrikaans stel sodat almal kan verstaan dat hierdie Regering werklik reageer op die nood van ons gemeenskappe oral oor die land ongeag die afstand en toestande en namens die Noorkaapse Provinsiale Regering en die mense van Sutherland wens ek my opregte dank aan U uit te spreek om ons en ons mense in ons tyd van nood kom bystaan het.
Dames en here, die Agbare Minister Zulu het gekom met blye tydings en ons sal haar die geleentheid gee om self hierdie nuus aan U oor te dra.
Maar voor dit, wens ek ook net n kort agtergrond te gee and die minister oor wat ons hieheen bring. Dit is ook vir die voordeel van U wat ek dit moet noem sodat U self kan getuig van hierdie Regering se erns om al ons mense in nood by te staan en te help waar en hoe ons kan.
Honourable Minister, during June this year the Namaqua District, including the town of Sutherland received abnormal rainfall and irrational weather conditions that can partly be attributed to climate change. This resulted in huge disruptions in the road network where some towns and communities were cut off from economic activities and some approximately 80 households in the so called Kerkgrond area were adversely affected by stormwater.
The Provincial Department of Social Development, ably supported by the National Department responded by deploying officials to all flood-stricken communities to render much needed food relief efforts.
Our interventions started a week ago with the opening of the Sandla Soncedo Soup Kitchen which will now be in a position to provide nutritious meals to more than 300 people on a daily basis.
Soos die gemeenskap gesien het was die Departement van Maatskaploke Ontwikkeling, onder die bekwame leiding van die waarnemende Hoof van Departement, Me Shouneez Kimmie-Wookey, sedert die opening van die sopkombuis aktief besig in Sutherland van van huis tot huis om te gaan en opnames te doen sodat ons in geheel kan voorsien aan die mees behoeftige mense. By nou al is Me Kimmie- Wookyy al n bekende gesig hier ronde n kan U haar as een van U opeis.
Honourable Minister before I introduce you to the opportunity to speak with the community I wish to give you the assurance that indeed we have been responding to best of our ability and what is within our mandate to the needs of the people affected by not only the floods, nut also facing daily and varied societal ills in Sutherland.
From our community profiles Honourable Minister we found that due to a lack of support from parents and general delinquency a great number of young people are dropping out of school and indulging in all kinds of destructive activities such as underage drinking, substance abuse and irresponsible and often fatal sexual activities. The result hereof is a great number of teenage and unwanted pregnancies.
In response to this and other societal ills the Provincial Department of Social Development will train exemplary and drug free young people to become child and youth care workers to serve as mentors and inspiration to their peers and to encourage then to go back to school, re-evaluate their lives and rethink the choices they have made so we can rectify them and build om the foundation laid to build a caring and all-inclusive society for all.
We will also Minister, establish a drop inn centre right here in Sutherland for children to go after school where a safe haven is established to engage with positive developmental activities as an alternative to dropping out of school and doping.
We also, Minister intent to, as a matter of priority, to provide accredited training to unemployed and willing young people with special focus of the empowerment and development of the girl child and young women. Special focus and as requested by the community will be around but not exclusive to hairdressing and artisanal trading to gear them towards become active participants to the economy and self sustaining and upstanding members of the community
Dames en here ek het kortliks aan die Minioster verduidelik wat ons grootste probleme hier in Sutherland is en wat ons beoog om hierr te bring om werklike vernderinge gebring. Ek is seker die Agbare Minister sal ook aan U oordrs oor die rede vir haar bedoek aan ons koue en nat Sutherland. Coor ek dir doen wil ek graag n kort inleading oor die minister se agtergrond. Sy is n baie beskeie en n mens van die mense en aktief in gemeenskappe so ek gaan net ‘n kort inleading gee want ons wil nie he dit moet klink soos die minister se laaste woorde by haar begrafnis. Minister is nog jonk, energiek in bakie aktief.
Ms Lindiwe Zulu Daphney Zulu is the current Minister of Social Development in the 6th administration of the Government of the Republic of South Africa.
Sy is n lid van die Nasionale Uitvoerende Kommitee en sy die Voorsitter van die is African National Congress se Sub Komittee op Internasionale Betrekkinkenge.
She obtained a Master’s Degree in Journalism in Russia. After her studies in Moscow, she joined the liberation army Umkhonto we Sizwe and later joined the PAN African Women’s Organisation (PAWO) in Angola where she was appointed as the co-ordinator of the communications committee. She has held several communication positions, including serving as the Head of Communication in the ANC’s department of Religious Affairs and Head of Communication in the ANC’s Uganda office.
Na haar terugkeur form verbanning or exile in 1991, Minister Zulu het gedien as Hoof van Kommunikasies in die ANC Vroue Liga.
After South Africa’s first democratic elections in 1994, she served as a Member of the Gauteng Provincial Legislature and was appointed Deputy Speaker in 1995. From 1999-2001 she was Special Advisor to the Minister of Foreign Affairs and appointed Chief Director for Western and Central Africa from 2001-2003.

Minister Zulu dien al seder 2007 as lid van die Nasionale Uitvoerende Raad van die progresiewe ANC en was ook aangestel as Spesilae adviseur op Internasiole Bertekkinge aan die Staats President van Suid Arika.
She is a remarkable member of the National Executive Committee (NEC) and the chairperson for the African National Congress’s Sub-Committee on International Relations.
In 2014, Ms Zulu was appointed as the Minister of Small Business Development and the Minister of Social Development after the 2019 National General Election.
Ms Lindiwe Zulu Daphney Zulu is the current Minister of Social Development in the 6th administration of the Government of the Republic of South Africa.
